Family reunion (on the grounds of marriage) or dependent family member (VITEM XI)

Overview

  • Based on the Inter-ministerial Ordinance No. 12/2018 and specific instructions from the Brazilian Ministry of Foreign Affairs.
  • This type of visa may be granted to the foreigner:
    I - spouse or partner, without any discrimination, in accordance with Brazilian legal provisions;
    II - child of a Brazilian or of an immigrant benefiting from a residence permit;
    III - stepchild of a Brazilian or of an immigrant benefiting from a residence permit, provided they are under eighteen years of age, or up to twenty-four years of age, if proven to be a student, or of any age if economic dependence on the inviter is proven;
    IV - who has a Brazilian child;
    V - Who has an immigrant child benefiting from a residence permit;
    VI - ascendant up to the second degree of a Brazilian or of an immigrant benefiting from a residence permit;
    VII - descendant up to the second degree of a Brazilian or of an immigrant benefiting from a residence permit;
    VIII - sibling of a Brazilian or of an immigrant benefiting from a residence permit, provided they are under eighteen years of age, or up to twenty-four years of age, if proven to be a student, or of any age if economic dependence on the inviter is proven; or
    IX - who has a Brazilian under their guardianship, curatorship, or custody.

    Documents required for siblings
    - For siblings over 18 years old, with no age limit: proof of economic dependence on the inviter;
    - Or, for siblings who are students, over 18 years old and up to 24 years old: proof of studies.
  • Important: in accordance with the current legislation, the visa cannot be granted if the marriage was celebrated by power of attorney.

Length & extension of stay

Validity period: up to 1 year.

Limit / expiry date until which the first entry in Brazil must take place – counted from the date of issue of the visa.

Residence period: indefinite.

Determined at the moment of residence registration with the Federal Police – indicates the effective period during which the foreigner will be allowed to reside in Brazil.

Please note: if applying as the spouse of a foreign national who is the beneficiary of a residence permit in Brazil for a definite period of time, both will be granted the same residence period.

Visa Fees

If a Syrian that has gone to Brazil with a humanitarian visa has obtained a change to their legal status in the country, by becoming a permanent resident, they are entitled to invite their family members using VITEM XI and therefore free of charge. This can only be done following the requirements pertaining to this type of visa.

BLS International Service charge: Any applicant applying at the Brazil visa application Centre shall be levied a service charge of USD 14 (inclusive of tax) payable in cash.

Visa application form

a) Completion instructions:
The form must be filled in online. Enter complete information – please note that some fields are mandatory.

  • Parents' names must be entered in full (name and surname), exactly as displayed in the applicant's birth certificate.
  • Upload the digital copies of all documents listed below (items 2 to 8).
  • Click on the "Complete Application" button to generate the Visa Request Form Receipt (RER).

b) After the form is concluded:

  • Print and sign the RER; affix your photo on the indicated field. If the applicant is under 18 years old, the RER must be signed by both parents.
  • Gather all original documents listed below. They must be presented during your visit to Brazil visa application center, in addition to the RER.

Valid passport

Must have at least two blank pages.
Please note that pages reserved for amendments cannot be used for visa purposes.

One passport photo

The photo must be recent, against white background, in the local standard specifications (3.5 x 4.5 cm).

Criminal record

Extract of criminal record (dated less than three months) from all countries where the applicant has resided in the last 12 months, translated into English, French, or Portuguese (for applicants aged 18 years or above). In Lebanon, the criminal record can be obtained through the Internal Security Forces (ISF).
Please note: If the applicant has lived in multiple countries within the last 12 months, a police check from each country must be provided. They must also be duly legalized by the respective Brazilian consular authority with jurisdiction over these countries, and translated by a sworn translator, if necessary.

Original full birth certificate

Copy of Birth Certificate, translated into English, French or Portuguese. Thus the presentation of the birth certificate during the visa application stage abroad is not compulsory and will not prevent the visa from being issued, but is highly recommended in order to avoid possible inconveniences.

Original marriage or birth certificate

Marriage or birth certificate, court order and / or other document proving the family relationship. One copy of the foreign document must be translated into Portuguese and legalized by the Lebanese Ministry of Foreign Affairs.

Individuals applying for VITEM XI based on marriage will be required to sign the document: joint declaration of both spouses and partners, under penalty of law, regarding the continuity of effective union and cohabitation.

In case of the inviter being in Brazil, he/she should fill the form out and legalize the signature at the Cartório in Brazil.

Original identification document of the Brazilian or resident in Brazil

The following documents will be accepted:
a) If Brazilian: original Brazilian ID card (RG) or Brazilian passport.
b) If foreign national who is already the beneficiary of residence permit in Brazil: valid foreign passport, valid Brazilian visa, and National Registry of Foreigners card (RNE) – if available, in case the registration with the Federal Police has already been concluded.
In addition to the originals, please provide a photocopy of these documents (to be retained by the Consular Section). If the spouse is in Brazil, certified copies of these documents will be accepted.

Documents required from the Brazilian citizen or Brazilian permanent resident

  • invitation letter (dated less than six months) stating full responsibility for the applicant's stay in Brazil, notarized in Brazil (or form Termo de Responsabilidade*, completely filled out in capital letters, dated and signed by the applicant and his/her host before the consular authority - please use blue ink only);
  • a statement, under penalties of law, that the host is already living or will be living in Brazil.

Travel Authorization for children under 18 years For applicants under 18 years old, in addition to the parent’s signature on the RER form, the presentation of travel authorization signed by both parents, issued by a public notary and legalized by the Ministry of Foreign Affairs in Lebanon.

The referred travel authorization must mention the purpose of residence in Brazil.

For siblings over 18 years old, with no age limit: proof of economic dependence on the inviter.

For siblings who are students, over 18 years old and up to 24 years old: proof of studies.

 Registration with the Federal Police

Holders of this type of visa must register with the Federal Police within 90 days from first entry in Brazil. Contact the Federal Police directly (click here) to learn how to register.

The Consular Section anticipates that, among other documents, the applicant will have to present the Visa Application Form (FPV) provided upon issue of the visa, as well as his/her original full birth certificate, containing the parents' full names .

Bring copies of all documents to be presented.

All documents in Arabic must be translated, by a sworn translator, into Portuguese and stamped at the Ministry of Foreign Affairs.

Additional documents could be requested by the Consular Authority.

Process Time

- The application processing time is About 20 working days. The applicant will receive notification SMS when his passport is ready for collection from Brazil Visa Application center.

Please note that the Brazil Visa application Center in Beirut does not process same day visas (no rush fee).

Photo Specifications

Please provide one recent photograph (not more than 6 months old) of yourself, which should not have been used previously in the passport. The photograph should be in color and:

  • Taken against white background so that features are distinguishable and contrast against the background.
  • Clear share quality and with the face in focus.
  • Printed on normal photographic paper (camera print).
  • Full face, non-smiling [without sunglasses, a hat/cap or other head covering, unless the applicant wears such items because of their religious belief or ethnic background]
  • Please stick the Photograph on the RER printed Form.

Note: Please follow these instructions carefully. If photographs presented do not meet these requirements your application will be considered incomplete. A photo booth meeting these requirements is available at the Brazil Visa Application Center.

Remark

  • The requirements for Academic research, scientific cooperation, academic extension programs, and visiting professors visa are the same for all nationalities.
  • The visa application should be submitted by:
    1. The applicant in person at Brazil Visa application Center office;
    2. Family member properly identified and dully authorized; or
    3. Third person with written authorization. Nevertheless, the bearer of the passport has to be in Lebanon when the visa will be granted, even if the application was presented through a third party. Travel agencies cannot apply for visas.
  • Applications, which are filled and submitted online, may not be sent by e-mail.

Please note that the application form completed (to be filled out on-line) is valid for one month only; if you come to Brazil Visa application Center office to submit your application after that period it will be necessary to complete (fill out) another form.

Minors under 18 years traveling to Brazil must have the application signed by both parents in front of the Consular Authority. If one of the parents is out of Lebanon, he/she must provide the original of a written authorization, notarized by the Lebanese Consulate of the country he/she is in.

Non-residents in Lebanon can apply for a tourist visa, provided they fulfill the above mentioned requirements.

It is recommended that Brazilian citizen, even if he/she has another nationality, presents his/her Brazilian passport when entering or leaving Brazil.

  • Please note that issuing or denying a visa is a sovereign act of Governments. The kind of visa, its granting and its validity are also a sovereign decision of the Embassy. No discussion on this matter will be accepted and the Brazil Visa application Center does not have to justify why a visa is not granted. It is advised to be sure that the visa was approved before buying a ticket. The Brazil Visa application Center in Beirut is not responsible for any cancellation fee incurred, in case a visa is denied.

The entry visa, in any case, is an expectation of right. The entrance of foreign citizens and permanence in Brazil may be prohibited by decision of the Ministry of Justice and enforced by the Federal Police.
